Nope, we’re not talking about aircraft but people who have been flagged as those who file frequently for auto insurance claims hence the branding. Insurance companies used such background checks to establish the insurance history of new applicants but today, even the many insurance fraud investigative branches of law enforcement are doing the same. People who are involved in insurance fraud normally have records as long as a rap sheet which is used to flag them for investigation. Though this is only possible for those criminals who are not wise enough to change their names before going their way, links can be re-established if they are involved in more than just auto insurance fraud.
