Insurance by the Mile?

How would an insurance premium based on the mileage you consume appeal to you? This would translate to higher premiums for those on the road more and lower payments for those that seldom use their vehicles. The idea is like a road tax that is on a pay per use system, that way, those who use their vehicles less would not be subsidizing the cost for those who use their vehicles more. Of course, the idea may sound appealing since those who drive less than for example 7,500 miles a year will be paying less than those who drive 100,000 miles a year. Another appealing prospect with this idea is that there would be less congestion on the road because drivers would now be thinking twice whether they would actually need to use their cars or opt for public transport. Less cars on the road, could also translate to lower fuel consumption and probably some benefits for the environment as well.
